JOB PURPOSE:
The primary focus will be to lead, develop and produce high quality written bids, tenders and supporting technical requirements (statistics, analysis and research)
To lead the Business Development team in identifying new revenue streams through competitive tendering in the Employment, Skills and Enterprise. You will be responsible for identifying new business opportunities through effective partnership development and through managing the production of expressions of interests and writing bids and tenders.
Working with the Managing Director, you will identify new sources of income from existing funders where you will be responsible for gaining entry into existing, new and emerging markets.
PRINCIPAL ACCOUNTABILITIES:
To lead, develop and produce high quality written bids, tenders and supporting technical requirements (statistics, analysis and research)
To work with the Managing Director in developing strategies for establishing partnerships and business relationships for new business development opportunities; collaborate with existing partners to attract new tendering opportunities and then to manage the end to end production of the tender or bids
To work with the Managing Director to plan the business development strategy to attract new business opportunities which will involve identifying new business from commercial and public sources
To provide leadership and day-to-day management to the Business Development function ensuring that all new contracts are mobilised and delivered in line with contractual requirements and to funders satisfaction.
To act as an ambassador for partnership management and development of all relevant external partners and funders such as EFA, SFA and DWP by providing high-level strategic relationship management
To build upon current, and identify new business opportunities in the market place, in terms of new funding streams and emerging markets
To establish, develop and sustain a strong network of strategic partnerships at the most senior levels through which to attract and develop new business development opportunities and new revenue streams
To formalise and to develop new partnerships and to lead in strategic relationship management
To ensure that all funders and partners are fully satisfied with the service(s) being provided by the company, through regular reporting and review with the Managing Director
To explore opportunities to enhance all project accounts on a periodic basis through the provision of complementary or additional service
EXPERIENCE, SKILLS & QUALIFICATIONS:
A strong track record of business development through winning and securing high value bids which contribute to increased business profit / turnover.
Commercial awareness and strong business analysis skills and in depth knowledge of tendering process and experience of tendering for government funded programmes (DWP, ESF, ERDF and SFA)
To be educated to degree level or equivalent in a business or project management
To have relevant experience of mobilisation and delivery of new contracts preferably with the government funded programmes
To have industry specific experience including experience of funding streams and knowledge of government funding programmes
Has technical knowledge of key government agencies and their specific funding streams (DWP, ESF, ERDF and SFA)
An understanding of markets in which the company operates including knowledge of Skills, Employment, government funded policies and Policy
An understanding and experience of programme and finance management gained in public programmes
Ability to establish, develop and manage strategic partnerships with proven experience of partnership development at a senior level where constructive and productive relationships with clients have resulted in joint tendering and ongoing partnership working
Has the ability to foster good relationships with clients to help maximise contract value

JOB KNOWLEDGE, SKILLS & EXPERIENCE:
You will be able to effectively display an ability to work under pressure and to tight deadlines and will have a can do attitude to work assignments.
You will:
Be educated to degree level, ideally with a Marketing, English or Business related qualification
Have tangible work or project experience in a marketing or communications role
Understanding and experience of the full marketing mix and its appropriate application
Experience in digital marketing (Website Content Management Systems and Social Media) and ideally some experience of Customer Relationships Management systems (CRM)
Experience of event management for multiple events, with excellent planning skills to cover the full journey from start to finish
Demonstrate an ability to provide accurate, well presented written work with strong written skills including copy writing skills; press releases, online features, literature and advertising. Incredible attention to detail for proof marketing material and corporate documents
Ability to collect data and analysis of this data and an ability to critically evaluate marketing campaigns and marketing data
Experience working with creative agencies an advantage

At least 4 years solid direct work experience of managing major accounts with large / national employers in the skills and employment and welfare to work sector

To have a well established range of sector specific networks and have current relationships with large / national employers and access to a wide range of intermediary organisations.
